The rotator is the main form of transportation to arrive/depart Incirlik Air Base. You can book your ticket with your local TMO no earlier than 90 days out.

In the event you must travel commercially, Airport pick up is available for Official Travel. Submit the attached form to your Gaining Unit’s First Sergeant via your sponsor.

Shipping your Household Goods

Step-by-Step for shipping HHGs to Incirlik AB, Türkiye:
- Step 1: See your local Personal Property TMO office upon receiving your orders to learn about your entitlements and schedule pick-up of your items.
- Step 2: Prior to your scheduled pick-up, make sure all items are separated in the home and clearly marked as there will be a separate pick-up for each shipment scheduled.
Types of Household Goods

You can schedule ONE or a combination of the following shipments:
- Unaccompanied baggage (UB) is shipped by air and can take one to two months to arrive. If shipping UB, all enlisted personnel are entitled to 500 lbs. Officers O-1 to O-5 are entitled to 600 lbs and O-6 to O-10 are entitled to 700 lbs. Civilian employees are entitled to 500 lbs.
- Household goods are shipped by vessel and can take three to four months to arrive. When shipping household goods, E-1 to E-4 are entitled to 10% of their full weight entitlement. Service members E-5 and above, as well as ALL officers are allowed 2,500 lbs. or 25% of the full HHG weight allowance, whichever is greater. Civilian employees are limited to 4,500 lbs of HHG. Motorcycles are authorized to be shipped as HHGs.
- Non-Temporary Storage (NTS) pick-up consists of items you will have in storage for the duration of your assignment. Access to these items while in government paid storage will not be possible. Store items as appropriate to your needs.

Step-by-Step to receiving your Household Goods in Incirlik AB, Türkiye:

Step 1: During the Newcomer’s Briefing, you will sign a Power of Attorney for your household goods with the Legal office, who will then notarize it. This is for Turkish Customs, so they can clear your goods once it arrives.

Step 2: Upon receiving the ‘Offer for Shipment Delivery’ sheet via email from the carrier (check your spam & junk mail), stop by the Personal Property TMO office with the following documentation:
- 5 copies of NATO stamped orders
- 4 copies of PCS orders will all amendments
- HHG Power of Attorney (original)
- Offer for Shipment Delivery Sheet
Step 3: Personal Property counselors will call the carrier and schedule delivery on your behalf. This is an ALL day appointment, make sure you are at the residence until delivery is complete to avoid failed delivery charges.

Step 4: Once your HHGs arrive, a Beyanname will be created by the Turkish Customs Liaison Office, which includes high‐value items that you have brought with you.
- NOTE: Keep Beyaname items during your entirety of your tour. Members may be charged up to 5 times the cost of item if you do not PCS with them. Beyaname items must leave prior to DEROS expiration.
Step 5: If there are missing or broken items, make a claim through DPS. See Personal Property Claims Fact Sheet.

What is a Beyanname?

A beyanname is a written customs declaration between the service member and the Government of Turkey that provides customs control of high value items brought in. Members will be asked to verify their inventory list alongside the carrier at the time of delivery. The items identified, will be added to your Beyanname.

According to Turkish Customs regulations, there are 11 specific Beyanname items not limited to: Television, Stereo, Video Cassette Recorder Unit, DVD Unit, Computer, Air Conditioner, washer and dryer, Dish Washer, Refrigerator, Deep Freezer and Microwave Oven. Also includes, POVs, motorcycles, bicycles, furniture, and any household item valued over 300 USD.

The M&FRC has loan lockers (i.e. cooking utensils, irons, small appliances) available for use while you are waiting for your household goods to arrive.

All military personnel and appropriated government employees are required to reside on base.

All Airmen from E-1 to E-4 will live in the dormitories with a twin-size bed and may share kitchen/bathroom space with a roommate. You can find the Dorm Brochure here and the Room Inspection Checklist here

NCOs in the rank of E-5 will reside in furnished housing (twin-size bed) with a roommate located in Phantom housing. NCOs in the rank of E-6 will reside in a furnished, single house (full-size bed) in either Herky or Phantom housing.

SNCOs will have furnished housing without a roommate located in Falcon housing.

Officers will have furnished housing located in Eagle housing. Ranks O-1 to O-3 will share a house with a roommate and O-4 and above will have their own living quarters.

Civilian employees will live in Falcon housing.

Know before you PCS:
- Incirlik Air Base Instruction 44-101 — Control of Animals on Incirlik Air Base
  - Only two household privately owned animals (POAs) may be maintained per qualifying home unless a request to the installation commander has been approved. Members must notify number of POAs and POA type to the Housing Office upon housing assignment. Fish are exempt from this requirement.
  - POAs, except for fish, will not be maintained in the dormitories.
  - Permissible POAs on the 39 ABW are fish, cats, and dogs. All other domesticated animals must be approved at the discretion of the installation commander.
  - All privately-owned dogs and cats must be registered with the VTF within 10 days of arrival on the installation or change of ownership. To register their animal, legitimate documentation of the origin of the animal must be provided to register the animal and receive care at the installation veterinary clinic.

Privately Owned Vehicle (POV)
Driving on Incirlik

POVs are authorized! You must have a valid Driver’s License to operate a motor vehicle.

Shipping your POV and then registering your vehicle in the Country of Turkey is a lengthy process. Please work with your sponsor if you have any questions.

Shipping a POV
- Although scooters are an authorized mode of transportation on Incirlik, they may NOT be shipped
- Things to consider before shipping a POV: It may take up to 5 months to have access to your vehicle from the time it is turned in to the VPC to when the registration process is complete. Estimated cost for registration is about $1,000 USD
- POVs, including motorcycles, will be added to your Beyanname
Shipment of one POV is authorized for persons O-1, E-7, GS-5, and above, regardless of tour length. Additionally, all personnel serving tour lengths of 24 months or longer are authorized shipment of one POV. Vehicle restrictions will be adhered to in accordance with the Joint Travel Regulation, 01 January 2025, Part E, Paragraph 053001, Personal Property Consignment Guide for Türkiye, and all Vehicle Processing Center guidelines.

In accordance with the Joint Travel Regulation, 01 January 2025, Chapter 5, Part E, Paragraph 0532, personnel with no entitlement to ship a POV are authorized storage at government expense. POV storage when transportation is authorized is not allowed. Reimbursement is not authorized for any costs associated with storage in a non-commercial storage facility. Storage in a private residence, garage, or on a private lot does not constitute a commercial facility.

Step-by-Step on shipping & receiving your POV:
- Step 1: Make sure your orders have the POV shipping entitlement.
- Step 2: Upon receipt of your orders, contact your local TMO to receive a POV Shipment Memo and other required documentation to turn into the VPC. Click http://www.pcsmypov.com/ to schedule a turn-in with your nearest VPC, steps to take prior to turn-in, and review the documentation required.
  - NOTE: POVs will be accepted for shipment if delivered to the port within 90 days after the customer or dependent has departed for an overseas tour of more than 1 year or within 30 days after the departure of the customer on an overseas tour of duty of 1 year or less.
- Step 3: The VPC will contact you directly to notify you when your POV arrives. You have 30 days to pick-up your vehicle before it is considered abandoned. Please work with the 39 SFS/Pass & ID office for the registration process and extension request.
Step-by-Step registration process for your POV:

Upon arrival to Incirlik AB, visit the 39 SFS/Pass & ID office to notify them of your incoming POV and begin the registration process.
- Step 1: Apply for NATO Smart Card (needed to apply for tax exemption)
- Step 2: Fill "Tax Exemption Work Form", print and sign accompanied by the following documents:
  - 2 copies of your NATO order with black stamped
  - 2 copies of your PCS orders
- Step 3: Provide:
  - 3 copies of the customer's passport (picture page)
  - Fill "Advanced POV Registration Form" print and sign
  - Fill "Air Force Form 533"
  - 2 each picture (passport size)
- Step 4: You will be visiting the Tax Office & Public Notary (Bring 1,926TL and your passport with you)
- Step 5: Provide 3 copies pf original Beyanname and picture of POV weight information.
- Step 6: Deliver the items in the package to Broker to schedule POV delivery to your residence.

WHO WILL NOTIFY ME OF MY POV’S ARRIVAL?

The Incirlik VPC will contact members directly as soon as the POV arrives at the VPC.

HOW SOON DO I NEED TO START THE REGISTRATION PROCESS?

Members must begin the registration process as soon as they arrive on station.

WHICH OFFICER HELPS ME WITH THE REGISTRATION PROCESS?

The Pass and ID Oﬃce, located at Bldg 833, room 175 (next to MPF), will assist members.

WHAT DOCUMENTS DO I NEED TO BRING WITH ME?
- NATO Orders
- PCS Orders
- CAC
- Driver’s License
WHAT OTHER DOCUMENTS DO I NEED?
- A Pass and ID representative will assist members in applying for a NATO Smart Card.
- Members will ﬁll out a local document to translate their driver’s license from English to Turkish which will then serve as their local driver’s license.
- Members will also ﬁll out Turkish Tax Exemption Documents, which need to be submitted to the Ankara Oﬃce of Defense Cooperation – Turkey. This process can take up to 45 days for approval.
WILL I NEED TO HIRE A CUSTOMS BROKER?

Yes, members will need to hire a customs broker. Pass and ID can provide members with that information.

HOW MUCH WILL IT COST?

The upfront cost will be approximately $997 USD. See below for breakdown of costs in Turkish Lira.

WILL I BE REIMBURSED?

No, POV registration is the sole responsibility of the member.

CAN I USE CAR INSURANCE COMPANIES FROM THE US?

No, you cannot use car insurance from companies located in the Continental United States (e.g, USAA or GEICO). AAA insurance is optional and can be obtained in addition to the mandated traffic insurance from Turkiye.

WHAT IS THE DIFFERENCE IN REGISTERING A MOTORCYCLE VS. A VEHICLE?

The same process applies, only difference is it costs less to register a motorcycle.

Privately Owned Firearms (POFs)

Firearms are prohibited from being shipped or hand carried into the country of Türkiye due to Turkish Beyanname Law. Including but not limited to: hand guns, rifles/shot guns, toy-related guns, ammo, and explosives.

Your Blue Tourist Passport is not mandatory, but is highly encouraged, especially if you plan to travel around the AOR or if your travel terminates inanother country other than the U.S. or Türkiye (i.e. Ramstein)
