In the event you must travel commercially, Airport pick up is available for Official Travel. Submit the attached form to your Gaining Unit’s First Sergeant via your sponsor.

SHIPPING YOUR HHGS
Step-by-Step for shipping HHGs to Incirlik AB, Türkiye:
Step 1: See your local Personal Property TMO office upon receiving your orders to learn about your entitlements and schedule pick-up of your items.
Step 2: Prior to your scheduled pick-up, make sure all items are separated in the home and clearly marked as there will be a separate pick-up for each shipment scheduled.
TYPES OF HHGs:
You can schedule ONE or a combination of the following shipments:
Unaccompanied baggage (UB) is shipped by air and can take one to two months to arrive. If shipping UB, all enlisted personnel are entitled to 500 lbs. Officers O-1 to O-5 are entitled to 600 lbs and O-6 to O-10 are entitled to 700 lbs. Civilian employees are entitled to 500 lbs.
Household goods are shipped by vessel and can take three to four months to arrive. When shipping household goods, E-1 to E-4 are entitled to 10% of their full weight entitlement. Service members E-5 and above, as well as ALL officers are allowed 2,500 lbs. or 25% of the full HHG weight allowance, whichever is greater. Civilian employees are limited to 4,500 lbs of HHG. Motorcycles are authorized to be shipped as HHGs.
Non-Temporary Storage (NTS) pick-up consists of items you will have in storage for the duration of your assignment. Access to these items while in government paid storage will not be possible. Store items as appropriate to your needs.

Step-by-Step to receiving HHGs in Incirlik AB, Türkiye:
Step 1: During the Newcomer’s Briefing, you will sign a Power of Attorney for your household goods with the Legal office, who will then notarize it. This is for Turkish Customs, so they can clear your goods once it arrives.
Step 2: Upon receiving the ‘Offer for Shipment Delivery’ sheet via email from the carrier (check your spam & junk mail), stop by the Personal Property TMO office with the following documentation:
o 5 copies of NATO stamped orders
o 4 copies of PCS orders will all amendments
o HHG Power of Attorney (original)
o Offer for Shipment Delivery Sheet
Step 3: Personal Property counselors will call the carrier and schedule delivery on your behalf. This is an ALL day appointment, make sure you are at the residence until delivery is complete to avoid failed delivery charges.
Step 4: Once your HHGs arrive, a Beyanname will be created by the Turkish Customs Liaison Office, which includes high‐value items that you have brought with you.
o NOTE: Keep Beyaname items during your entirety of your tour. Members may be charged up to 5 times the cost of item if you do not PCS with them. Beyaname items must leave prior to DEROS expiration.
Step 5: If there are missing or broken items, make a claim through DPS. See Personal Property Claims Fact Sheet.
What is a Beyanname?
A beyanname is a written customs declaration between the service member and the Government of Turkey that provides customs control of high value items brought in. Members will be asked to verify their inventory list alongside the carrier at the time of delivery. The items identified, will be added to your Beyanname.
According to Turkish Customs regulations, there are 11 specific Beyanname items not limited to: Television, Stereo, Video Cassette Recorder Unit, DVD Unit, Computer, Air Conditioner, washer and dryer, Dish Washer, Refrigerator, Deep Freezer and Microwave Oven. Also includes, POVs, motorcycles, bicycles, furniture, and any household item valued over 300 USD.

All military personnel and appropriated government employees are required to reside on base.
All Airmen from E-1 to E-4 will live in the dormitories with a twin-size bed and may share kitchen/bathroom space with a roommate. You can find the Dorm Brochure here and the Room Inspection Checklist here
NCOs in the rank of E-5 will reside in furnished housing (twin-size bed) with a roommate located in Phantom housing. NCOs in the rank of E-6 will reside in a furnished, single house (full-size bed) in either Herky or Phantom housing.
SNCOs will have furnished housing without a roommate located in Falcon housing.
Officers will have furnished housing located in Eagle housing. Ranks O-1 to O-3 will share a house with a roommate and O-4 and above will have their own living quarters.
Civilian employees will live in Falcon housing.
Pets are now authorized at Incirlik AB.

Shipping a POV
*Although scooters are an authorized mode of transportation on Incirlik, they may NOT be shipped*
*Things to consider before shipping a POV: It may take up to 5 months to have access to your vehicle from the time it is turned in to the VPC to when the registration process is complete. Estimated cost for registration is about $1,000 USD*

Frequently Asked Questions: Registering Your POV in Türkiye
The Incirlik VPC will contact members directly as soon as the POV arrives at the VPC.
Members must begin the registration process as soon as they arrive on station.
The Pass and ID Office, located at Bldg 833, room 175 (next to MPF), will assist members.

A Pass and ID representative will assist members in applying for a NATO Smart Card.
Members will fill out a local document to translate their driver’s license from English to Turkish,
which will then serve as their local driver’s license.
Members will also fill out Turkish Tax Exemption Documents, which need to be submitted to the Ankara Office of Defense Cooperation – Turkey. This process can take up to 45 days for approval.
Yes, members will need to hire a customs broker. Pass and ID can provide members with that information.

WILL I BE REIMBURSED?
No, POV registration is the sole responsibility of the member.
No, you cannot use car insurance from companies located in the Continental United States (e.g, USAA or GEICO). AAA insurance is optional and can be obtained in addition to the mandated traffic insurance from Turkiye.
The same process applies, only difference is it costs less to register a motorcycle.
You must have a valid Driver’s License to operate a motor vehicle.

Privately Owned Firearms (POFs)
Fire Arms are prohibited from being shipped or hand carried into the country of Türkiye due to Turkish Beyanname Law. Including but not limited to: hand guns, rifles/shot guns, toy-related guns, ammo, and explosives.
