Driving requirements, documents unique to Turkey Published July 15, 2011 39th Air Base Wing Public Affairs INCIRLIK AIR BASE, Turkey -- When stationed in a foreign country, it's important to be aware of the requirements and changes to those requirements for residing and functioning in the region. To drive in Turkey, there are certain items and documentation required to keep in your car. The following is an explanation of those items and where to find additional information. The items required to keep in your vehicle at all times include a fire extinguisher with a Turkish Standards stamp and expiration date, first-aid kit, tow rope or strap, neck brace and two warning triangles. These items are required to pass the vehicle inspection or when pulled over at a traffic stop. They are available for purchase at the Auto Hobby Shop. The Auto Hobby Shop is open 9 a.m. to 6 p.m. Monday through Saturday. It is also required to keep in your vehicle the Turkish Form for Vehicle Accidents. This form is available at Pass and ID in Bldg. 833, Rm. 175. According to a memorandum for American vehicle owners at Incirlik Air Base from the 39th Air Base Staff Judge Advocate, it is not necessary to call the police to the scene of an accident all of the following apply: if the accident involves two or more vehicles, there is only material damage to the vehicles, no one was injured or killed and all concerned parties agree on the cause and liability for the accident. Each driver must then complete the form and all parties, and witnesses if any, must sign each form. If assistance is needed when filling out the form or communicating with a Turkish national, call the Base Defense Operations Center at 0322-316-3200 or DSN 676-3200. If an agreement cannot be reached, call the traffic police at 155. The Turkish Form for Vehicle Accidents should not be filled out if the driver has no license or the license has the wrong motor vehicle class, the driver is not of legal age, the driver is suspected to be intoxicated or mentally impaired, at least one of the damaged vehicles has a public service license plate, the collision inflicted damage to public property or third-people property, at least one of the damaged vehicles does not have legal liability insurance, or the collision resulted in loss of life or injury. Should any of the above circumstance be present, immediately call the local police at 155 or the state police at 156 if out of city limits. If taken to a police station and asked to make a statement, immediately call the command post at DSN 676-9920 and ask to be connected to the staff judge advocate. All personally-operated vehicles must have a Turkish air force vehicle pass to be allowed on or off the base. All drivers must have a valid vehicle license with an expiration date, as the Turkish government does not recognize licenses with "military" or "no expiration" annotated as the expiration date which some states authorize for service members. Minimum liability insurance coverage in required on all vehicles in Turkey, and it is required to have a Turkish translation of the insurance policy.
