Personal Property Shipments

DPS & Defense Personal Property Program | Military OneSource You need orders to create any type of move that shows that you are entitled to HHG/UB or NTS shipments.

You are NOT required to accomplish the DPS self-counseling if you fall into any of the below categories

  • Retiring/separating (military only).
  • Moving from off base to on base housing (nobody at Incirlik AB Military lives off base).
  • Shipping Property into or out of Non-Temporary Storage (members still need to come to the office to create their move).

All other personnel are required to enter the DPS and accomplish self-counseling. Customer responsibilities may be viewed here.

Please note:

  • TMO does NOT know about your shipments in DPS until you come into our office. 
  • Your shipments will not be booked until you attend a TMO briefing and sign all necessary paperwork.
  • DO NOT schedule a flight or purchase tickets to leave the country before you have the dates for your personal property confirmed.
  • The sooner you visit the TMO office, the better your chances are to get the dates you are requesting.
  • If you schedule your shipment the week you plan on shipping your personal property, your desired dates may be unavailable.

Customs information and required forms will be provided at your face-to-face brief.

If you want to put items in or out of NTS you will need to visit our office.

How to Accomplish DPS Self-Counseling

After acquiring your orders, visit the Military OneSource Military Moves webpage. Here you will find the DPS log in link, weight allowances, and other pertinent information that will assist in planning your move (ensure pop-up blocker is off).

Click “LOG IN TO DPS” select the customer section that pertains to you, select "Self-Counseling," and update your "customer profile". Once your profile is updated, select "Enter Order Information" to enter the details of your order. Then, select "Create Shipment" to enter shipment details pertaining to your move.

The attachment shows how to create a shipment in DPS.

Once you complete all your shipments in DPS. Please look for an email from the TMO Personal Property office scheduling you for a mass brief. If you cannot make that date, please inform us of a date that you will be able to attend. Briefings are Tuesday, Wednesday, and Thursday (CONUS: 0900 & OCONUS: 1400). Please keep in mind that these could change due to Federal and Turkish holidays. Please bring copies of your 1299, HHG POA for each shipment and a copy of your orders. After Mass Brief we will submit the shipment, and you will be notified by the carrier.

Shipping Alcohol:

U.S. Customs & Border Patrol permits the importation of alcohol in household good shipments when prior approval is obtained, and advance documentation is provided. Individuals wishing to ship alcohol in their household goods are subject to State, Federal, and U.S. Customs requirements, taxes, fees, and restrictions. All additional fees associated with the shipment of alcohol are solely the responsibility of the customer.

The following documentation must be submitted to the Incirlik AB Personal Property Office at the time of counseling or alcohol will not be authorized to ship in household goods:

  • Completed alcohol inventory: each column of the alcohol inventory must be filled out in its entirety and the total number of liters must be annotated on the inventory.
  • Written permission from the state the customer is moving to authorizing the importation of alcohol in household goods.

Customers must turn in the above documentation at the time of counseling or alcohol will not ship in household goods!

Shipping Firearms (not out of Incirlik AB):

If shipping a firearm that was originally shipped from the U.S., please provide your shipment inventory that includes that firearm.

If the firearm was purchased OCONUS you will need to fill out the forms below. NOTE: This process can take up to 3 months, so plan accordingly.

Shipping Motorcycles:

When shipping motorcycles, you will need the HS-7EPA Form 3520-1, proof of ownership, and a letter from the lien holder authorizing shipment (if applicable).

Shipping POV:

In accordance with the Turkish Customs Circular, a POV is defined as all kinds of motor vehicles used for personal and non-commercial purposes, as well as caravans and trailers that can be used with them. Due to strict inspection regulations, POVs can’t have modified vehicle parts, such as lift kits, Glasspack Muffler system, large vehicle tires, etc. Advance approval is not required and authority to ship a POV must be stated in the members PCS order and must cite authority’s correspondence. POVs (Includes data on prohibited vehicles, color, etc.):

DOD personnel for INCIRLIK: AIR FORCE ACTIVE-DUTY PERSONNEL: Incirlik AB policy restricts operation and registration to (1) POV per active-duty member meeting the above criteria without regard to whether the vehicle is shipped as a POV or as household goods (HHG). : Shipment of (1) POV is authorized for person O-1, E-7, GS-5, and above regardless of tour length. Additionally, all personnel serving tour lengths of 24 months or longer are authorized shipment of (1) POV. Motorcycles and gasoline powered mopeds are considered POV’s for Turkish Customs and can be shipped with HHG.

IZMIR and ANKARA: All members are authorized (1) POV shipment, government storage is not authorized. If you chose not to ship your POV, storage fees are not reimbursable. According to Turkish Customs rules of the unity of family, joint spouse assignments to Turkey are considered one family unit and each family unit is only allowed a maximum two vehicles on their Turkish Customs records (USAFE Form 554 NATO Beyanname). Joint spouses may have the vehicles put on their separate Turkish Customs records (NATO Beyanname) and use their separate entitlements to ship their vehicles in and out of Turkey at government expense. Except motorcycles and gasoline powered mopeds shipped as HHG, second POV shipments of all other accompanied members are not entitled at government expense. Individuals who ship second vehicles to and from Turkey are required to comply with all Turkish Customs requirements concerning shipment of a POV at their own expense (such as hiring a commercial customs representative, paying transit, storage, and port fees, etc). Any additional POVs including motorcycles and 4-wheelers will have to be reshipped to the place of origin at the member’s expense. Selling POVs in Turkey: Turkish Customs Beyanname laws state the Turkish Government retains the right to approve or disapprove the sale and or transfer of POV. Members anticipating doing so while assigned to Turkey are required to submit a request to the Turkish Ministry of Customs. The decision process takes approximately 6-8 weeks at a minimum. For this reason, members must start the process a minimum of 3 months prior to their departure, otherwise, the member can anticipate delays when clearing Beyanname. Members shipping a vehicle that does not meet US Environmental Protection Agency (EPA) and the Department of Transportation (DOT) standards in addition to the above requirements are informed of the following options to consider when members are unable to sell and or transfer their vehicles: dispose of their vehicle by obtaining a Customs Broker, which fees can be very expensive, or ship the vehicle back to CONUS and pay the cost of conforming the vehicle back to US EPA DOT standards which is also very expensive. Turkey DOES NOT have commercial POV storage facilities available and will not allow POVs to be stored without being registered. Registration and Operation. POV registration (including motorcycle and MOPED) is a lengthy and costly process. It can take up to 3 months to register and cost around $1,500. Member must possess a valid driver’s license and apply for a NATO smart card immediately upon arriving on station and notify the Pass & ID Office to begin the POV registration

Beyanname

Beyanname is a written declaration between the military member and the Government of Turkey, which provides control of high valuable items brought into the country. These items are accountable and must remain in the member’s possession for the duration of their tour in Turkey. Beyanname items must be kept or transferred from one member's Beyanname to another member’s Beyanname. If the member fails to provide Beyanname items at the time of pack-out, they will be subject to Turkish Customs fines.

Inbound Beyanname Process – Personal Property:

Upon notification of shipment arrival to Turkey, members must bring required documents (5 copies of stamped NATO orders, 4 copies of PCS orders, HHG POA from the Legal Office and an Inbound Offer Sheet) to TMO in order to schedule delivery. After TMO processes the request, Customs Liaison Office (CLO) will open the Beyanname using the USAFE Form 554 (Reference NATO Beyanname).

A Beyanname file will be opened even if there are no items are determined as high valuables in the HHGs/UB shipments. Therefore, all personnel will have an opened Beyanname file that is required to be closed prior to their PCS out of Turkey.

Outbound Beyanname Process – Personal Property:

CLO will verify if the member does/does not have Beyanname items. Once determined, it will take up to 10 business days to clear Turkish Customs. After the shipment clears Turkish Customs, members will be given a Beyanname Clearance Letter. Once the Beyanname Clearance Letter is produced, the Beyanname is officially closed. This letter is required by MPF and TMO Passenger Travel in order to final out-process and receive a final flight itinerary out of Turkey.

Beyanname Transfer:

In order to transfer Beyanname item(s) to another member, both parties are required to visit CLO with their PCS & NATO orders. CLO will then schedule an appointment with Turkish Customs (occurs on Tuesday’s only). CLO and the members will meet with Turkish Customs in order to conduct the transfer.

Beyanname & DEROS Extension:

The Beyanname is open for the duration of the member’s tour. If the member extends, a copy of the DEROS Verification Memo and new NATO Orders from MPF must be brought to CLO. If members fail to extend their Beyanname with CLO, they will be subject to the DEROS fine.
