I've spoken to several agencies on base, JA, CPO and IG, no one can show me in writing why civilians that live on base have to abide by the curfew and the off-limits areas. You just had a town hall and in one of your slides you showed that the Department of State has no travel warnings or restrictions for Turkey. If a GS, Contactor civilian from Germany, Italy or anywhere else in USAFE or from the States comes to Turkey to visit, these restrictions don't apply. These restrictions also don't apply to DoDDS teachers. When we travel on leave this curfew/restrictions don't apply either. Is there something in writing or legally that would show GS or contractors would have to abide by this curfew and restrictions. I believe after 1630 every day, I am no longer being paid by DoD. If I do work after these hours, I am compensated by DoD. Response: Thank you for your question regarding the applicability of the base curfew policy and off-limits areas to DoD civilian employees. DODI 2000.12, DoD Antiterrorism (AT) Program, dated March 1, 2012 (incorporating Change 1, September 9, 2013); AFI 10-245. Antiterrorism, dated 21 Sep 2012; COMUSAFE AT Plan 10-245; and USEUCOM Op Ord 11-05 all provide commanders with broad authority to protect DoD personnel. As you are aware, the force protection situation in Turkey is dynamic, and requires constant vigilance. As a result, we have implemented the restrictions you refer to, and have tailored them for the security situation at hand. I assure you that we take these matters seriously and are constantly reassessing the situation and modifying the policy so that it is the least restrictive means to protect our people and accomplish our mission.
