Turkey wins battle against non-compliance Published May 8, 2007 By 1st Lt. Rose Richeson 39th Air Base Wing Public Affairs INCIRLIK AIR BASE, Turkey -- The wheels-up notification for the inspection team isn't the only thing Izmir and Incirlik members are celebrating. The 39th Air Base Wing achieved the best results in recorded history with an "Excellent" rating on the 2007 Unit Compliance Inspection. "You dogs of war cried havoc on our enemy and won a battle on non-compliance," said Col. "Tip" Stinnette, 39th Air Base Wing commander. "We've done very well." The 425th Air Base Group at Izmir and the rest of the 39th ABW here underwent a UCI conducted by 93 U.S. Air Forces in Europe inspectors from April 25 to May 7. By cutting the 2004 UCI write-ups in half and critical write-ups by 95 percent, the wing was awarded the most "Excellent" ratings on record for the wing. More than 500 wing members packed into Hangar 4 May 7 eagerly awaiting the inspector's assessment of their compliance with applicable directives. As Capt. Steven Rose, USAFE inspector, announced the results of the 13-day evaluation, his words were almost lost by the crowd's blast of air horns, cheers and applause. "This rating began with each and every Airman in this room and those that can't be here today," said Colonel Stinnette. "This win is on your backs and you should feel proud to be called the most motivated wing this IG team has ever inspected." Lt. Col. Christopher Roach, USAFE/IG deputy, along with Colonel Stinnette and Chief Master Sgt. Jeffrey Antwine, 39th ABW Command chief, presented IG Awards of Excellence to 12 teams -- the highest number ever attained by the wing. Recipients of the IG Award of Excellence include: 39th Contracting Squadron Plans and Programs Flight 39th Staff Judge Advocate General and International Law Divisions 39th Services Squadron Hodja Inn Staff 39th Operations Squadron Intelligence Flight 39th Military Equal Opportunity Office 39th Security Forces Squadron Military Working Dog Section 39th Logistics Readiness Squadron Mobility Element 39th OS Operations Security 39th SVS Family Member Programs Flight 39th Wing Safety Office 425th Staff Judge Advocate Office A total of 41 areas and people earned "Pat-on-the-back" awards from the inspection team. Additionally, the inspectors noted 223 strengths and three Best Practice nominations for the wing. "The war on non-compliance doesn't end here, it carries on into the future in everything we do," said Colonel Stinnette, "just like in a high-jump meet we have raised the bar for the next high-jumper to clear." Following the Hangar 4 celebration, the wing will be hosting a burger burn at Arkadas Park May 8. The park will serve as an alternate duty location beginning at noon.
