Action Line 71103 - Bicycle Safety Published Nov. 20, 2007 By Anonymous 39th Air Base Wing Public Affairs INCIRLIK AIR BASE, Turkey -- Action Line 71103 - Bicycle Safety Question: I was wondering what the traffic rules are for bicyclists on Incirlik? Many times as I walk on sidewalk's around base I have to move out of the way of a bicycle or be run over. Shouldn't they follow the same traffic rules that other vehicles on base must follow? Answer: Thank you for your concern about pedestrian safety. You are essentially correct; bicycle riders should follow the same traffic rules that other vehicles on base must follow. One caveat is that bike riders should use the marked bike paths such as those on D and E streets. Another is that the high curbs and narrow streets combine to create hazardous riding conditions at several spots around the base, especially for our younger riders. In these locations I would recommend we all use common sense to mitigate the risk. Stated simply, if road conditions dictate that riders use the sidewalk, the riders should slow down and dismount if pedestrians are in the area. The bottom line is that by being courteous and considerate of others, we should be able to safely travel around the base, whether by foot, bike, or car. The following is a list of rules for riding bikes on the installation: - Wear an approved bicycle helmet, fastened - Keep right, ride in single file with traffic, not against it - Stay off sidewalks - Use hand signals to indicate turning and stopping - Headlight and rear reflector mandatory during hours of darkness - Wear a reflective belt during hours of darkness - Obey all applicable traffic regulations, signs, signals and markings - Walkmans, radio headphones, cell phones not authorized - Don't park your bikes on the dorm balconies - When available, use of posted Bike Routes are mandatory Personnel are briefed on the rules upon arrival to the installation and periodically thereafter. Military members are responsible for ensuring their family members are aware of the rules.
