Complaint:

My complaint comes from observing two different men with two different dogs on the same main road leading into housing. Both men were with rather large dogs (boxer and lab or lab mix) these men where jogging in different directions but they were both carrying the leashes for their dogs while the dogs ran ahead of them! This is dangerous, especially in housing where children play. Although a dog may be nice and cool with the owner, a strange child who might be fearful of the animal might trigger a dog and his unpredictable behavior. When are people going to adhere to the rules? Why carry the chain and let the dog run free?

Thank you for your concern for our community's safety. Incirlik Air Base instructions state that animals must be physically restrained by the owner when outside a residence. Additionally, animals should not be outside unattended for any period of time, nor should they be left outside of unoccupied houses.

I encourage you to inform people if you see them violating these rules and if they do not comply after being informed they are in violation, please notify Security Forces or your commander/first sergeant. By informing people when they break the rules or working through appropriate authorities, we'll increase the likelihood that everyone will follow the rules and in turn will enhance our safety and security.
