Action line #80709-Summer Hire Program Published Aug. 6, 2008 By Anonymous 39th Air Base Wing Public Affairs INCIRLIK AIR BASE, Turkey -- Complaint: Just before school was out, the high school students were informed about the summer hire program. My daughter completed all applicable documents and turned them in to civilian personnel. During the review process, I was contacted to provide her direct deposit information. Then approximately one week before the program was to begin my daughter was informed she would not be allowed to work in the program since her father was a contractor. I haven't been able to confirm this, but my daughter informed me that one of her school buddies, whose father works for another contractor on base, was working in the summer hire program. If this is true, why does it appear there is a double standard? The summer hire program is for a limited time during the summer and it would give even the contractor's dependents the opportunity to work and be able to stay busy throughout the summer. Unfortunately, your daughter is not authorized to participate in this program. The USAFE Summer hire program is conducted in accordance with USAFE Instruction 36-201, which defines dependent as "The spouse or unmarried child of an active duty military members or a federal US citizen civilian employee recruited in the United States." In the future, we will clearly spell out eligibility requirements on the application packages and explain these requirements to the Incirlik Unit School prior to distribution. I would like to assure you that there is not a double standard and I can say that all summer hires that are working in the summer hire program are indeed either dependents of military or DoD sponsors. Without knowing the specifics of your daughter's friend, I'm afraid we can't explain the situation, but I'm pretty confident that if we had all the facts it would be clear she is not any sort of exception. If your daughter is over the age of 16, there are a variety of part time Non-Appropriated Fund positions available. AAFES often has available positions, too. Please call 676-3524 for more information.
