Action line 81009 - driving on base Published Oct. 14, 2008 By Anonymous 39th Air Base Wing Public Affairs INCIRLIK AIR BASE, Turkey -- Complaint: I just PSCed from Spangdahlem, Germany. My daughter was able to drive in Germany with the USAREUR driver's license. I went to pass and registration to ask if my daughter could drive on base with her valid stateside license, and they said no, she needed an international driver license in order to operate a vehicle here. Now, my question is no were in AFI 24-301 does it mention age. Could she still drive on base with the valid stateside license? The problem is she cannot obtain an international drivers license at http://www.aaa.com because she is 17. I'm asking thru Action lines because every time I ask pass and registration they tell me a different story. Response: Thanks for writing. Teenagers driving overseas is an emotional issue, especially for the teenager. I had two of my own kids driving in Europe and understand it well. Bottom line, in Germany there is an agreement with the German government to allow 17 year olds to drive if they get a USAREUR license. The AFI has nothing to do with the fact your daughter could drive in Germany, it was this international agreement. Both of my kids moved to Germany at 16 years old with a valid stateside license and had to wait a year before they could drive. Here in Turkey, dependents of any age need a valid international driver's license or a translated version of their stateside license (in turkish of course) to drive on or off base. You are correct, AAA does require the driver to be 18 for an international drivers license...so your only alternatives are to wait till your daughter turns 18 or pay a pretty hefty fee to get her stateside license translated (somewhere around $100 last time we checked). Also remember, Turkey does not recognize restricted licenses which many of our states issue to young drivers (no driving at night, no kids in car, etc...) so if she has any sort of restriction on her license it won't be accepted. Living in Turkey we have to abide by Turkish law, on and off base as it is their base and not a US Air Force Base. Thanks for writing.
