Action line 80904 - TDY GOVs Published Oct. 27, 2008 By Anonymous 39th Air Base Wing Public Affairs INCIRLIK AIR BASE, Turkey -- Complaint: I have some questions about the TDY personnel and their GOVs. Why are they allowed to drive GOV's all over the base, on- and-off duty but us permanent part are not? I have been to the Dining Facility quite a few times and have seen the Cargo Hub 6-pax's taking up two parking spots. With limited parking at the Dining Facility already, this just makes it worse. I have left notes on three of the 6-pax already but it still happens. We permanent party take taxi's, bikes, walk or rent cars. Another note, the TDY GOVs being used for personal errands. I see the 6-pax with one person in civilian clothes heading to the shoppette or the commissary or a few personnel heading to the shoppette buying beer. Is this really authorized for the TDY people when our permanent party are walking or taking taxi's from housing, especially with billeting a few blocks from those areas? I'm sure they are getting TDY pay for being here which is more than what we are getting, so they should be able to afford a taxi plus with fuel prices the way they are it seems more on the abuse side. Getting back to the GOV's at the Dining Facility. Below is an excerpt from IABI 31-204 dated Jan 2007 stating that large vehicles are not allowed to park in front of the Dining Facility. Can this be enforced? 5.2. Large Vehicle Off-Limits Parking. The following areas are off limits to large GOV parking such as step vans, multi-purpose vans, dolmuses, 6-Pax trucks, HMMWVs, buses, full size extended cab pick-up trucks and other vehicles large enough to obstruct the view of vehicular traffic: 5.2.1. On "B" Street from "4th" Street to "7th" Street to include the old Shoppette parking lot. Exception: Personnel may only park oversized GOVs in parking spaces specifically reserved for oversized vehicles. 5.2.2. On "D" Street from "4th" Street to "7th" Street to include the areas around the Sultan's Inn and the Community Activities Center. Thank you for your time. Response: Thank you for taking the time to write. Bottom line is the rules are different for TDY personnel. AFI 24-301 states that authorized uses by TDY personnel differ from permanent party personnel in that TDY personnel may use GMVs between places of business or lodging and eating establishments, drugstores, barber shops, places of worship, cleaning establishments and similar places required for sustenance of the member. TDY personnel may also use GMVs between places of business or lodging and the bowling center, consolidated club, gymnasiums and any on-base non-appropriated fund activities (i.e., golf course, base theater, etc.) to facilitate the comfort and health of the member. Permanent party personnel must limit GMV use to "official use only." In addition, GMV use should not create a perception that will reflect unfavorably on the Air Force or cause public criticism. Official use determinations must include all pertinent factors, and as a minimum, should consider whether use is essential to complete a DoD mission and consistent with the intended use of the vehicle. IABI 24-301 places more stringent restrictions on the use of GMVs by TDY personnel. The IABI states that use of GMVs for transportation to or from any other entertainment or recreational facilities not mention above is prohibited. This includes parking in an approved area and walking to a prohibited establishment. Additionally, TDY personnel are not authorized to take GMVs to private quarters, on or off-base. The supplement also prohibits the transportation of liquor, beer and/or wine in a GMV by TDY or permanent party personnel. You are right about large vehicle parking in front of the DFAC. Signs are being made and will be placed in front of the DFAC/Community Center/Library parking spots to remind large vehicles not to park there. If you witness anyone violating either Air Force or Incirlik policy regarding GMV use, please get the license number, date, time and type of vehicle and report it to your commander, first sergeant or the 39th LRS Vehicle Management Flight (676-3419).
