My old housing unit was in phase 5 of the renovation of Phantom housing units. During the time re-assignments occurred, I was on Environmental and Morale Leave stateside and came back to discover I would have to move from my unit by Feb. 15. 

I was re-assigned to another old housing unit and when I inquired why I was not offered or provided a newly renovated unit, I was told there were no more available and would not be available prior to Feb.15. Since then, however, many families have indeed been assigned the three bedroom renovated units, such as I am authorized, prior to Feb.15. Even now, more families are being offered newly renovated units in Phantom as well as Eagle. With more than a year left on station at the time of my move, I should have been offered a renovated unit.

What is the selection method the housing office is using to assign/re-assign families such that families like mine aren't feeling jilted?

Thank you for asking your question, it presents an opportunity to clarify how our renovated units are assigned to the entire base community.

Our current inventory has 112 of 850 units that are renovated or new, so only 13% of the Incirlik community can enjoy a "new" house. Inbound personnel have priority for new/renovated units, sparing them from relocation during their tour here due to future construction.

To answer your specific question about the phase V move: The housing office contacted members on Dec. 23, 2008, approximately 6 weeks before phase five was to be completely vacated to establish a move schedule. At the time of your move all two and three bedroom units in phase I were assigned to inbound personnel causing your relocation to a non-renovated unit. There were a small number of people who were temporarily assigned to Incirlik or on leave that were not contacted until after their return. Of the 33 families from phase five, 28 families were reassigned to another non-renovated unit. The other five families were reassigned to available renovated four-bedroom houses.

When Eagle phase two and Phantom phases two and three opened on Feb.15  and  Feb. 23, respectively. We made onetime offers of Eagle and Phantom phase two and three units to families with a minimum of three children. If the move was accepted, it was at the member's own expense. Many families accepted the offer and helped us prepare for the phase six relocations.

So...there is always more to the story than what you may perceive on the surface. Our housing office goes to great lengths to ensure we are as fair as possible in assignment of housing. No system is perfect, but think we do a pretty good job.
