Action Line #90717 -- Housing Curfew Published Aug. 21, 2009 39th Air Base Wing Public Affairs INCIRLIK AIR BASE, Turkey -- Complaint: I am writing to make a complaint and to request a curfew be implemented for dependents that are between the ages of 10-17 years old. I have read Action Line #90611 and the response back. I am grateful there are quiet hours and mature individuals abide by it. However, what about those who refuse to follow the rules and continuously wake up my three young children because their parents allow them to roam the streets until the wee hours of the morning? I believe that a curfew needs to be set and enforced. For the past several months, I have encountered rude and obnoxious tween and teenagers who have no regard for their neighbors and the quiet hours that have been imposed on the base. These individuals consistently curse, scream, yell at the top of their lungs and sing, "I'm Proud to Be an American" between 10:30 p.m. to 1 a.m. To top things off, they have now included ringing my doorbell at 1:50 a.m. and 2:30 a.m. and running away after waking up and disrupting my entire family's sleep. My husband, neighbors and I work long hard hours and to have these hoodlums roam the streets and disrupt the "rule abiding military members and their families" is absurd. Several of my neighbors and I have tried to be civil with these dependents, however, enough is enough. We have spoken and asked the kids nicely to keep their voices down and to have some respect for those of us who work. Only in return to get smart aleck remarks and snickers as I walked away and now have to wake up in the middle of the night to see who is at my front door with little shadows running from my house. I have personally spoken to one of the children's parents and their response back was, "It's not my problem." The parent is a SNCO and to have that comment come out of her mouth was ridiculous. How many times do we have to contact the LE Desk to get rest? How many times do we have to speak to non-responsive and irresponsible parents? When is enough going to be enough? While quiet hours are in place, what is stopping adolescent dependents from screaming, yelling, running through neighborhoods, ditching taxi drivers with unpaid fares and disturbing their neighbors? A possible solution might be setting a curfew and setting a town hall meeting and addressing these issues. Response: Thanks for giving me the opportunity to remind our people that quiet hours exist between 10 p.m. and 5 a.m. throughout the installation. We are advertising this on the CAC and AFN radio. Everyone should know. We have also increased our security forces patrols throughout the housing areas...we have even begun to add foot patrols. In the event your neighbors are not adhering to this standard or if the noise level exceeds a reasonable threshold, please contact the Security Forces Law Enforcement Desk at 676-3200. Regardless of the time, Security Forces patrols will certainly assist in enforcing the standards and ensuring a quiet and enjoyable quality of life for your family. Please be respectful of others.
