What is DIGITCON?

During the month of February, Incirlik's DIGITCON level jumped from Alpha to Bravo nearly overnight, and it had a lot of people asking the question: What's a DIGITCON?

DIGITCON refers to the Digit Condition Program, a program that encourages the Zero Alcohol Related Offenses campaign.

"Do the digits, 0-1-3 ... zero AROs, no more than one drink per hour and no more than three drinks per night; a campaign we can all get behind," said Col. Eric Beene, 39th Air Base Wing commander.

The program is influenced by the number of ARO that occur within the Incirlik community, and every time there is a significant jump in these offenses, the posture of the condition can be changed.

There are four different DIGITCON conditions; Alpha, Bravo, Charlie and Delta.
DIGITCON ALPHA is meant for steady day-to-day operations and should be maintained indefinitely.

Actions during this condition include:

-All Airmen complete monthly Alcohol and Drug Abuse Prevention and Treatment-approved briefings for Airmen 26 years old and under.

-All Airmen are aware of the Wingman Program and have cards that include the name of their wingmen.

-All Airmen are briefed about alcohol-related offenses and specifics of each incident including punishments, and where both personal and wingman responsibilities broke down during commanders' calls.

-All Airmen from various units will alternate each week conducting the Eyes On program every Friday and Saturday evening (and Thursdays before a three-day weekend).
-Commanders will be expected to perform their usual duties including briefing wing leadership of any offenses and reviewing the 39th Security Forces Squadron daily blotter for AROs.

-Public Affairs will post current DIGTICON conditions on the base Web site and Commander's Access Channel.

-AAFES and the 39th Force Support Squadron will cease alcohol sales at 2 a.m.
Although this is the enduring condition at Incirlik, commanders are authorized to implement certain actions from higher DIGITCON levels should they feel it appropriate for their unit.

DIGITCON BRAVO is implemented when the wing experiences an upward trend in AROs, but certain occasions such as holidays and 101 Critical Days of Summer could also warrant the implementation of this condition. DIGITCON BRAVO should have minimal affect on the wing's operational capability.

The only noticeable changes with BRAVO are that all Airmen are susceptible to random wingman card checks, an increase in marketing of alternative late-night activities on base, the possibility of conducting the Eyes On program on random weekday nights and more stringent supervision for offending units.

DIGITCON CHARLIE takes effect when the wing experiences a serious upswing in AROs and/or significant injuries occur. It is at the wing commander's discretion to implement this condition at any time due to any given circumstance and adjusting between conditions will be at the wing commander's direction.

With this condition, there are several significant changes affecting the Incirlik community:

-When an incident occurs, all squadron commanders will conduct a commander's call within 72 hours to discuss incidents.

-Offending squadrons will conduct nightly sweeps of their dorms for 30 days after an incident.

-All alcohol sales will cease on base at 1 a.m.

-No alcohol consumption in public areas between 1 and 6 a.m.

- And even more stringent supervision for offending units.

DIGITCON DELTA is put into place when the wing commander deems there to be a life or health threatening ARO problem within the wing or an ARO causes significant injury and/or loss of life. As with DIGITCON CHARLIE, the implementation of the condition and the adjustments of the conditions is at the discretion of the wing commander.

This condition is the highest level of DIGITCON the base could be under, and there would be many obvious changes within the community.

-All actions from DIGITCON CHARLIE are to be accomplished.

-All offending unit commanders will be expected to hold more commanders' calls.

-Offenders will more than likely receive non-judicial punishment from the wing commander.

-The base curfew will move to 12 a.m.

-All alcohol sales on base will end at 10 p.m.

- No alcohol consumption in public areas between the hours of 10 p.m. and 6 a.m.

When DIGITCON levels change it will be posted on the Incirlik web page and the CAC and commanders, first sergeants and superintendents will implement the actions of each level as soon as the level changes.

Although, the wing commander implements and adjusts DIGITCON levels, it's the responsibility of all Incirlik Airmen to ensure AROs don't happen.
