Has the policy on driving other people's car changed? I remember a while back there was an AFN commercial on not being able to drive someone's car. Can you drive a car registered to someone else as long as you stay on base?

Response:

Thank you for this very important question. Simply stated, only the registered vehicle owner and authorized dependents (listed on NATO orders/vehicle pass/licensed to drive on base) are authorized to operate a personally owned vehicle. This policy is mandated by the NATO-SOFA Agreement and ratified by Turkish Law #6375 which is referenced on the USAFE Form 554/Vehicle Beyanname. Additionally, USAFEI 51-707, Regulations on Personal Property, Local Currency, and Motor Vehicles for U.S. Personnel in Turkey,

specifically restates this requirement. The Incirlik Air Base supplement to AFI 31-204, Air Force Motor Vehicle Traffic Supervision, para 3.1.15 states: "No military member or dependent, shall lend or knowingly permit the use of their privately owned vehicle, driver's license, or permit by any other person. The penalty for unauthorized use of a motor vehicle belonging to another registered owner is a mandatory one-year revocation of driving privileges upon conviction."

On a final note and as a friendly reminder, very few (if any) insurance companies insure anyone other than vehicles operators specifically listed on the insurance policy.
