ACTION LINE #100215 - Medical/School support at Incirlik Published Sept. 2, 2010 By 39th Air Base Wing Public Affairs INCIRLIK AIR BASE, Turkey -- Complaint: Hopefully you can clear something up for me. I know of several AD Airmen that were forced to come to Incirlik unaccompanied because their dependants had some health/educational issues. (Long-term illnesses, sickle-cell, asthma, learning disabilities and significant ADHD) They were not allowed to PCS here due to the limited on-base medical/support/educational care. I know of numerous retirees, retiree family members, DoDDs teachers, their children, civilians, contractors, etc ... that are stationed here and receive services through both the clinics and schools. How is this possible? What exactly are the rules? Who pays the bills for these services? Response: I want to thank you for your concern. This is a very good question. Department of Defense civilians and contractors are not part of the Exceptional Family Member Program. The military is able to deny active-duty military placement if the needs of their dependents exceeds the services available at that location. DoD civilians and contractors cannot be denied a position simply because they have a family members with exceptional needs per DoD regulation # DoDI 1315.19. A student will receive services no matter the Permanent Duty Station location. Department of Defense Dependents' Schools pays for educational services for these dependents.
