The 39th Contracting Squadron (39 CONS) plays a pivotal role in establishing and managing contracts, providing expert business advice and overseeing an average of 1,000 contract actions valued at over $30 million annually. The squadron is comprised of 44 contracting professionals, to include both U.S. and Turkish nationals, responsible for $760 million in base operations, contingency, and surety mission acquisitions.
Recognized as the 2023 Department of the Air Force (DAF) Contracting Unit of the Year and the 2024 DAF Innovative Contracting Unit of the Year, 39 CONS manages the 39th Air Base Wing’s (ABW) Government Purchase Card (GPC) program, valued at over $9 million with more than 3,500 transactions. The squadron is instrumental in acquiring and administering commodities, services, and construction requirements while interpreting and adhering to international agreements regarding contractual actions in Türkiye, specifically the Defense and Economic Cooperation Agreement (DECA).
In addition to its core responsibilities, the squadron organizes, trains, and equips contracting officers to support regional Department of Defense (DoD), NATO, and coalition missions. It coordinates with Turkish Air Force (TURAF) government entities and local vendors to secure vital services and supplies that directly support the 39th ABW's mission, Defend NATO’s Southern Flank.
