Col David A. “Flash” Dy is the Commander, 39th Medical Group, Incirlik Air Base, Türkiye. He commands 190 medics, across two squadrons, executes an $8 million budget, and provides a wide range of medical services caring for the health and wellness of 1,650 personnel across Türkiye. As Commander, he develops plans and policies to guide coordination of local, regional, and host nation healthcare. He ensures Airmen assigned to the 39th Air Base Wing are fit to fight, and always medically ready to provide Safe, Secure, and Reliable protection for the U.S. and NATO assets while protecting NATO’s southern flank.
Col David A. “Flash” Dy is a graduate of the National War College Class of 2026. Prior to this assignment, he was the Commander at 374th Healthcare Operations Squadron, 374th Medical Group, 374th Airlift Wing, Yokota Air Base, Japan, where he oversaw the training and equipping of 60 Active Duty, Japanese Host Nation Civilians, and contract personnel, as well as, the operations and medical care delivery across 7 primary, specialty, and urgent care clinics responsible for healthcare delivery for the installation’s 11.3K beneficiary population.
Col Dy entered the Air Force in April 2004 through the Air Force Health Professionals Scholarship Program while attending The University of Georgia. He was then placed in Reserve Status while completing medical school at The Philadelphia College of Osteopathic Medicine. Col Dy then returned to Active-Duty status to complete his residency in Family Medicine at Nellis Air Force Base. Col Dy also previously served as Commander, 7th Operational Medical Readiness Squadron Dyess AFB, Texas. Col Dy also has prior experience as a Deputy Group Commander, Chief of Medical Staff, Chief of Aerospace Medicine, and Medical Director. He has also deployed in support of Operation Juniper Shield and two humanitarian missions to Haiti and Bangladesh. Col Dy was awarded the 2019 Air Force Association Paul W. Myers Award and was the 2019 Air Force Space Command/United States Space Force Chief of the Medical Staff of the Year. He has also led his teams to 7 MAJCOM & 1 AF level awards. He is married to Erin Dy, PhD, and has two children, Elena and Sebastian.
